This is an optical reader. To read the tape a bulb shines on the tape through a cylindrical lens onto a row of photo detectors. Where a hole is punched in the tape enough light shines on the photo detector to be detected and make that bit a binary one. The optical reader caused less wear on the tape than mechanical readers such as the ASR 33 tape reader
