The power supply in the bottom is a ferroresonant transformer power supply. The ferroresonant transformer stabilizes the transformer output voltage so the +10 and -15 outputs don't need any solid state regulation. They are just rectified and filtered with the large capacitors. The core memory supplies have linear regulators since the voltage needs to be adjusted based on the core memory temperature.
